If Hurricane Sandy results in a Federal Disaster Declaration in the county where your customer is under contract to buy or sell a home, and that transaction requires the buyer to obtain a mortgage please read this.
If the appraiser has already completed the inspection, under Fannie Mae, Freddie Mac and Government Agency (FHA, etc.) rules, the appraiser must return to the house, re-inspect it and confirm that there is no storm damage. This must be done prior closing.
If you have a closing scheduled for the days immediately following the storm, and there is a Federal Disaster Declaration in the County, there could be mortgage related delays while appraisers get out doing the re-inspections. To reduce closing stress, inform your buyers and sellers of this rule and ask them to prepare to be flexible regarding the closing date. If the Hurricane Irene experience of last year is a guide, delays were seldom more than two days.
Keep in mind that the appraiser will charge the buyer for the return trip. If you have an appraisal inspection scheduled for the days preceding the arrival of the storm, postpone them until after the storm passes. Any appraisals with a site visit date after the passage of the storm will not require a re-inspection, saving your buyer $75 to $150.

Bart Blatstein. Love him. Hate him. Maybe you don’t even know him. If it’s the latter, you must live under a rock. It does not really matter. One notion about Bart Blatstein that everyone can agree on? You can’t stop him from developing in Philadelphia.
On Wednesday evening, October 24th, at Tendenza on N 2nd Street in Northern Liberties, I attended the announcement party hosted by Tower Investments. They had gathered few hundred people including city officials, the press, and a mix of other people with some influence in Philadelphia to hear who was chosen to manage the casino portion of his Boutique Hotel and Casino development at the site of the acquired Inquirer Building at 400 N Broad Street, the Provence. This uniquely situated piece of real estate runs from N Broad to N 17th Street and is projected to create 5,000 new jobs for Philadelphia as well as some much needed revenue for the city.
I have to admit, the announcement party was upbeat and extremely pro-Philadelphia. People in the crowd were pleasantly optimistic and realistic. Most of the people I spoke to communicated to me a “big picture” understanding of the positive ramifications that this 700 million dollar project would have on the city. In essence, Blatstein is pioneering a vital infrastructure that will connect the Northern neighborhoods to Center City. As a Realtor looking at the disconnect between the commercial districts and the emerging "fringe neighborhoods" that encompass the Northern districts, I see this as a brilliant plan. The party attendees seemed to agree and held a quiet confidence in Blatstein coupled with the understanding of changes and challenges ahead.
Some won’t agree with my support of Blatstein’s visions for Philly, nor will they agree with how I vote this coming election, but that’s not going to stop me and it is not going to stop Blatstein either.

Mark your Google calendars for the Fall Community Tree Planting here in Northern Liberties on Sunday, November 11th. The NLNA will be planting 16 street trees throughout the neighborhood and 12 trees at Madison Memorial Park (Dough Boy Park at 2nd and Green Streets), and they need your help! From the NLNA:
All volunteers will meet at the NLNA Community Center Yard, 700 N. 3rd Street at 10:00 am. Trained Tree Tenders/Planting leaders are asked to arrive by 9:30. This is a great community service opportunity for high school students! Rain or shine.
Tell your friends and neighbors, there is something for everyone to do: join a planting team(even if you can't dig, you can cut string off the trees and help ensure they are planted straight), drive volunteers and trees; set up and break down lunch; donate beer and other beverages. Bring water to drink (preferably in a reusable bottle) and everything else needed to plant will be provided.
After planting, join us for lunch. Can’t help plant? Thank your volunteer neighbors by donating something for lunch: beverages, cookies, etc.
